Environmental Permits for Waste Management: What Your Business Needs to Know

Explaining the environmental permitting system for waste management and how it affects businesses using hygiene services.

    The Environmental Permitting Framework

The disposal of commercial waste in the UK, including sanitary and clinical waste, operates under an environmental permitting system regulated by the Environment Agency. This system ensures waste is handled, transported, and disposed of without harming the environment or public health.

While you as a business probably won't need to hold environmental permits yourself, you must use providers who do. Understanding the system helps you make informed choices about your waste management.

    The Key Authorisations

    Waste Carrier Registration

Anyone transporting waste commercially must be registered as a waste carrier. There are two tiers:

Lower Tier: Free registration for those carrying non-construction waste they produce themselves.

Upper Tier: Required for anyone carrying other people's waste, or waste from construction/demolition activities. Requires payment and is subject to a "fit and proper person" test.

At Doves, we hold Upper Tier registration, which you can verify on the Environment Agency's public register.

    Environmental Permits

Facilities that treat, store, or dispose of waste need environmental permits. These specify what waste types can be handled, how, and in what quantities.

When we collect your waste, we transfer it to facilities holding appropriate permits for treatment or disposal. The permits ensure waste is processed in ways that protect the environment.

Your Responsibilities as a Waste Producer

Even though you use a waste management provider, you retain responsibilities:

    Duty of Care

    You must:

  1. Take reasonable steps to prevent illegal disposal
  2. Store waste safely before collection
  3. Use only registered carriers
  4. Provide accurate waste descriptions
  5. Keep transfer documentation

  6. Checking Your Provider

It's your responsibility to verify your waste carrier is properly registered. We encourage clients to check our credentials—it demonstrates good practice.

    Record Keeping

You must retain waste transfer notes for two years (three years for hazardous waste consignment notes). We provide all necessary documentation, but you should maintain your own records.

    The Consequences of Non-Compliance

Getting waste management wrong can have serious consequences:

    For Your Business

  7. Prosecution and fines (potentially unlimited)
  8. Fixed penalty notices
  9. Reputational damage
  10. Being held responsible for problems caused by your waste

  11. For the Environment

  12. Pollution of land and water
  13. Harm to wildlife
  14. Public health risks
  15. Visual blight from illegally dumped waste

  16. Even if you use a waste carrier in good faith, you can face penalties if they turn out to be unregistered or handling waste illegally.

    How to Protect Your Business

    Verify Registration

Check your waste carrier's registration on the Environment Agency's public register. For carriers claiming exemptions, verify these are valid for your waste types.

    Request Documentation

    Legitimate providers readily supply:

  17. Waste carrier registration certificates
  18. Details of disposal facilities used
  19. Waste transfer notes for each collection

  20. Be Suspicious of Low Prices

Illegally operating waste handlers can undercut legitimate providers because they're not paying for proper disposal. If a price seems too good to be true, it probably is.

    Keep Records

Maintain organised records of all waste documentation. If questions arise later, these demonstrate your compliance efforts.

    Our Compliance Credentials

Doves maintains full compliance with environmental regulations:

  21. Upper Tier Waste Carrier Registration
  22. Partnerships with fully permitted disposal facilities
  23. Comprehensive documentation for every collection
  24. Regular audits of our processes

  25. We're happy to provide copies of our registrations and explain our disposal routes to any client or prospective client.
